New rain radar + forecast added to main page

Some Summer Weather.

19th Nov
Errors on rain sensor caused by recent high winds. Fixed by relocating sensor to solid postition away from main pole.

11th Nov
Station PC replaced with low power consumption laptop. 24/7 testing underway.

27th OCT
Hosting moved to own server. Downtime expected.
